I reported it a few times - 2001-2003 to no avail. Then I switched to WT.

The rules of the Russian DX contest indicate that multipliers are countries
and oblasts.  I note that new countries do not show up as multipliers in the
packet spot window or on bandmaps.  Oblasts seem to be ok.  Am I doing
