More info from the Help manual:

The following three function keys are setup as described here only if you 
set the CtCompatibleAccel entry in WRITELOG.INI: to value "YES".

F1
Sends the programmed message corresponding to F11.

F11
Clears the QSO data from the Entry Window

Ctrl+C
Aborts any programmed message in progress for either CW or phone.

Sounds like your writelog.ini file has CtCompatibleAccel=Yes.  If so change 
it to No and use msg2.wav for your CQ msg.
