[WriteLog] IAQP scoring fix

If you're operating the IOWA QSO PARTY and you're IN Iowa... you might
notice that it won't let you score contacts with other states as
multipliers.  This is a bug in the iaqp.ini file.  An updated iaqp.ini file
is available here:  http://writelog.com/Downloads/iaqp.ini

You can install this file in:
%ALLUSERSPROFILE%\Application Data\WriteLog\....

At least that's where it goes for Win XP users.  :-)

Older systems might have this file in C:\Program Files\WriteLog\Programs.

We'll try to get this updated ini file in the next WL release.
