[WriteLog] Erratic CW - it's baaack!

Has anyone tried the INI setting? quote from the "Whats new?" section of the
help file for 10.84 is attached below.

In order to have the most flexibility to edit CW messages using the "red
box", BufferLevelSetting should be as low as possible, but if CW messages
pause during transmission, it is a sign that WriteLog needs to keep more
characters in the WinKey. The valid settings are the range of 1 through 12.
Higher settings keep more characters inside the WinKey as messages are
transmitted.
