[WriteLog] Erratic CW - it's baaack!

Ok Wayne, guilty as sin!  I confess that I did not read the "What's new?" 
section of 10.84D, although even if I had it may not have sunk into my 
cranium's pile of mush without being in the middle of a contest and finding 
the send problem.  I checked my ini file and it did not have a [Winkey] 
section.  I added the section with the default BufferLevelSetting=2 and 
still observed the erratic sending problem.  I revised BufferLevelSetting up 
to 3 and it appears that has cured the problem.  No hanging delay or extra 
space elements in the middle of a word or between words.  I will try to 
remember this setting for the next CW contest in case it pops up again. 
Thanks for adding this fix.  I promise to pay closer attention to the 
"What's new?" section in the future.  Mea culpa, mea maxima culpa.
