In order to have the most flexibility to edit CW messages using the "red
box", BufferLevelSetting should be as low as possible, but if CW  
messages
pause during transmission, it is a sign that WriteLog needs to keep more
characters in the WinKey. The valid settings are the range of 1  
through 12.
Higher settings keep more characters inside the WinKey as messages are
transmitted.
