[WriteLog] RDX Contest - new files cty_rus

Reading through that 2010 posting I believe it is correct for the
time, but WL version 10.81 and later do not use writelog.ini (which
appears on a machine multiple times--once for each user), but instead
use the file GreatCircle.ini located in the same directory as the cty
and .bin files (which appears on a machine just once.).
