[WriteLog] Sending QTC Fills in WAE RTTY

A special SO2R request for the WL to be fixed so all functions
transmission/logging can be done on the other radio while receiving a QTC
on the first radio.  The mutually exclusive ability to do either receive
QTCs or transmitting may be a single computer SO2R issue.
