[WriteLog] Version 11.12 Install Problem

This process corrected the problem. I uninstalled my current release then 
re-installed my full release package for V11.07 (in my case). WlFull01.cab 
reappeared in the Temp folder. I could then successfully run the install 
update for V11.12.

I also can't understand why a critical install component would be placed in 
a Temp folder.
