[WriteLog] Writelog and Microham PTT Delay with WinKey

That would tend to indicate an WriteLog initialization problem in the
WinKey support code - K1EL WinKey, K1EL WinKeyer 2 and microHAM MK2R
(which uses WinKey 2) - for WinKey.  I would assume it might effect
"WinKey+OTRSP pipes" as well but have not heard any complaints there.

I may not be seeing the issue because I change hardware so often for
testing and changing the CW keyer type may force the initialization
just as changing all mode PTT does.
