[WriteLog] CTY-2302 Country Files - 22 February 2013

I run the Convert cty to WL utility and it all seems to work.  Yet I don't
see where the new country file is stored nor do I see the new prefixes score
correctly in WL.  Where should the converted file be stored and where does
WL expect to find the file.

Running the latest version of WL on Windows 7 Pro.  I do not have WL
installed in the default directory.  I keep it in C:\Writelog.

(I am trying to figure out why Z6/S52DD didn't count correctly in ARRL DX.)
