[WriteLog] Russian DX Contest Scoring Error

I experienced the exactly same problem this year with 11.19D.  The 
configuration is the same as last year with the exception that this year the 
C Exchange field was flagged to "Prompt" per AA3B's suggestion last year 
when the problem waas

"When working a new country, instead of identifying it
as a new mult, the only message that would come up would be NEW STATION.
Similarly new country mults were never identified in the Packet Spots window
or Band Map. The only MULTS flagged were new Russian Oblasts."

Setting up the C Exchange field did correct this problem but....

Could these two issues be related?
