[WriteLog] CW Decoder not working

I'm unable to get the CW decoder to work a new Windows 8.1 PC. It appears to start but immediately freezes.

The soundcard setup appears to be OK because the WriteLog CW Receiver works fine in Rttyrite. Also RTTY decode is working fine.

I checked the writelog.ini settings in my older PC where the CW decoder works and they are the same.

Any ideas?
