[WriteLog] writelog.ini shortcut

The WriteLog V11 folder in the Windows Start Menu contains an
"Edit Writelog.ini" entry that invokes Notepad and automatically
opens Writelog.ini in the Virtual Store.

The "target" is: C:\WINDOWS\notepad.exe
      "%LOCALAPPDATA%\VirtualStore\Windows\writelog.ini"

One could copy that link/shortcut to the desktop but there is
no need to remember the location of WriteLog.ini - jut invoke
the edit link.
