[WriteLog] Temporary Rule Waivers Announced for 2020 ARRL Field Day

Since Writelog is a freebie for FD - there may be newer folks using it or
first time FDers

I'm using 12.40F (Old) and it does not score "D" to "D" contacts but will
score contacts made on WARC bands....
Ignore contacts done on WARC?  or post a red flag?
