[WriteLog] INI file puzzle

When you start, go to 'Export' to create the .ini file.  Ver 12 does not
remember the Windows setting (which windows to open and position/size) but
it still can be very helpful if you are re-building WL from scratch (port
settings, CW speed, your call and addresses, key short-cut ...).
