[WriteLog] New module for ARRL International Digital Contest !

During the contest, I noticed that my two networked PCs had different scores.  One matched the online scoreboard and the other was much higher.  The higher one had a mis-configured contest parameter in WriteLog.  In summary, I had no issues with the new contest module itself.

It displays score in Band Summary for us but it is more than twice of what shows on online scoreboard.   Haven't looked into the difference.
