[WriteLog] WriteLog 12.70 now available

Hi Folks,

WriteLog version 12.70 is a free upgrade for anyone who has purchased the full version of WriteLog since Feb 2022.

New in version 12.70 since 12.69:

* Separate DCU-1 from DCU-3. They are the same, except that the latter adds a newline to the commands to the COM port.
* Update New Mexico QSO party to 2023 rules.
* Ensure cabrillo options are set before saving summary file.
* Add broadcast Radios UDP.
* Fix failure to honor the Blacklist menu entries on the Band Map window’s right click

Updating to 12.70 does not automatically update the necessary multiplier files. You must also File/update-data-files in WriteLog to download them. For anyone choosing to run WriteLog without upgrading, you still want to File/update-data-files in WriteLog to get the multiplier updates.
