[WriteLog] UDP Sender not working

The only solution that worked was deleting the latest UDP release and run
the same older version (v8 ??) that I ran for the June contest.   That
worked fine.

I suggest log out of Windows and back in, or equivalently, reboot Windows.
This will clear out any possible instance of WriteLog that was run in the
past that failed to cleanly exit.
