[WriteLog] PA QSO county line

This may or may not be related.  Using 12.83 in CQP, WL did not recognize the 
mults for a two county contact nor did it recognize a subsequent contact as a 
dupe later on.  (I don't remember if my claimed score was correct when I 
submitted my log.)
