[WWYC] WWYC Contest Rules - final draft

If we don't send YC or something to let others know we're members of WWYC
how will we know if we worked a mult (WWYC member)??? Remember not
everybody (people who might read about the contest in QST, CQ, NCJ, 73,
etc) has Internet access to see who's a member.

And why no 80m? because the east coast and EU can work as many people on
80meters (while doing All band) as we on the west coast work in the
entire contest!!
