this is not true. rules says:

a.. QSO is penalized for the following:
  a.. incorrectly logged calls (Bad Call)
  b.. incorrectly logged exchange numbers
  c.. QSO is not present in the other station log (NIL)
a.. QSO neither counted nor penalized for the following:
  a.. other station incorrectly logged entrant's call
  b.. other station incorrectly logged entrant's exchange number
  c.. QSO time in entrant's log and other station's log difference is more
than 3 minutes (except systematic computer errors)
  d.. QSO bands or modes in entrant's log and other station's log differ.
  e.. dupe QSO which is not in the other station's log.
if they dont have a log it doesnt mean you lose the QSO!
RDXC system is the same as in CQWW..  with more difficult exchanges (you can
easly miscopy the number and zones in CQWW are automaticly filled) loses are
bigger which is very normal.

Operators dont pay enough attention to the exchange.

I'm happy with my result. I jumped one place up after the log checking and I
tought I will have much more penalties since at moments I had problems
receiving number at radio1 and callsign on radio2 for example.

even I'm sure we'll be splitted into groups, otherwise we'd won :-)
