FT-1000 problem

My FT-1000 has a high SWR and reduced power out on all bands whether or not I
use the built in antenna tuner.  The SWR meter reads approximately 2:1, even
into a dummy load when the internal tuner is not engaged.  When the internal
tuner is activated it appears to try to bring the SWR down, but
unsuccessfully.  Under the conditions described above, the power out is
approximately 100 watts.
Yes, the dummy load is has a 1:1 SWR.

Has anyone else experienced this problem or have any idea what is causing it?
