[Yaesu] FT-1000(X) S-meter calibration

Does some one know what's the reason Yaesu
choose to calibrate their HF rigs S-meters with
250uV/50 Ohms for a S-9 reading ( FT-990,
FT-1000D, FT-1000MP and FT-920 ) ?
