That's the information I had.  I no longer have a FT-990 manual 
set to be able to independently confirm it but everyone that I 
know of who upgraded the FT-990 had to ship them to California 
for the upgrade. 

Yes, I was surprised by that since I upgraded a couple early 
FT-1000s by burning a new 27C265.
