Try adding diodes in series with each of the BCD lines from your Band
Decoder and the 1K-FA. The problem is that when you tun off the 1K-FA
the pull-up voltage in the 1K-FA goes away and the 1K-FA pulls the BCD
lines low so the the Band Decoder sees "0000"!
