There are many views of the "proper" voltage rating.
Many commercial ham amps run very close to the plate voltage; such as the
original SB-220, and others leave anywhere up to roughly a 1.4 margin for
the Tune cap.
The Load cap can be anywhere from 1KV + at the 1500W limit, it all
depends on what VSWR tolerance you want to design for.
