The minimum Z of the pass (tube) regulator element becomes a factor only
at maximal screen currents. However, if enough raw input potential is
available, and the comparator/reference/driver (the 723 IC for instance)
can drive the pass regulator full on, a seemingly high pass element Z is
no prob.
