[AMPS] FCC Actions at Dayton

Please forgive this Aussie for being confused. 

Don't all RF amplifiers on the market today operate below 144MHz? (HF Amps
that is)  Same thing for 24-35MHz.

Just what is the supposed offence being committed here? Please clarify.
