I think that Mauri means that the 'equivalent XL and XC' are the values that
exist because of the effects of resistance in either or both the capacitive and
inductive branches. So we can say

effective XL is XL'  and effective XC is XC'

Then we can say XL' = XC' at resonance.

According to Terman, the approximation of XL = XC for resonance in the parallel
tuned circuit is good for  Q> about 10. (Radio Engineering, F. E. Terman,
McGraw-Hill, 3rd edition, p49 et seq)
