That wouldn't help.
The procedure they followed way back when they cared about this kind of
thing was to make a field strength measurement out in the street. Then
they went into the station and had the operator load the transmitter to
produce the same field strength, at which point they measured input
power (that was the rule then). Now they could just look at their Bird
at that point.
It's much easier than measuring input power, which could be complicated
if the wily ham had deliberately inaccurate metering in his rig.
