Could the problem with the power supply tripping be due to rf?  It is 
unclear from your stated facts how you are testing it, but it sounds like 
you are testing sometimes into a dummy load, where it works ok.  Perhaps the 
problem is not "continuous vs voice" but rather "dummy load vs. antenna".

I have had problems with rf tripping the overvoltage protection circuit, by 
adding to the voltage on the sense line.

Various methods were used to correct the problem, including a better job of 
bypassing, rf beads, shielding of leads and a better job of grounding.
