Both caps can arc in some amps at legal power if the antenna VSWR is not 
close to perfect.

Ive had to throttle back my LK-500C due to ice on antennas many times when 
the VSWR was well over 3-4:1

AND, being a former contester I might inform you that a very high majority 
run legal power. Peer pressure within and between contest clubs has 
eliminated most of the super power amps.

Its primarily the strictly DXers and egocentric SSB crowd that are well over 
the limit these days.
