It sounds like the tubes are fine and the bias is zero volts.

RF Parts brand and Taylor are the same tubes, they changed the name due to 
bad publicity about the quality. Kicked the Chinese butts for better quality 
which is still sometimes missing.

Id buy my tubes from Ameritron, they are all tested at voltage, still the 
same end source.

Im brave and get them direct  from China, no problems yet but Ive been 
dealing with Greenstone since the 80's.
