Did you move the load cap?

Put radio on cw, 50 watts out, send 20wpm dots and tune for max out using both 
caps.

With cw dots you are "pulse" tuning at 30% duty.

Reverse design it. Measure the coil and tap placement, the caps should be 
marked 
with values or part number. (USC500). Look up cap specs. Use the counter dials 
to figure cap value per band and look at charts in handbook for a semi guess 
setting for each band.
