No where is it your God given right to use 1500W.  The pessimistic
view would be:

1)  You are still limited to 30' according to the town.
2)  You now have to run QRP to meet the emmision standard.

The town doesn't give a rat's butt that you can't run QRO.  In fact,
they'll think that you HAVE to turn down the power and with less
power, that means less TVI, etc.


Doug, I'd love to think that a town would let you put up a taller
tower to reduce radiation, but I really don't see that happening too
often.  They will still think that 30' is reasonable and you will
have to turn down your power to to meed the ADDITIONAL FCC rule.
I don't think that they will see those two rules as mutually
exclusive, but rather you have to meet both.
