I think there are two time averaging (both equalling 33-50% duty cycle or
something like that) situations. I believe one was 10 or 15 minutes over a
30 minute period. Also, average power rather than PEP is used, so that's
a 40-60% reduction right there. Of course, those who use RTTY etc will
have a tougher time of it.

Oh man! If you look at the rules though there is a time limit for the whole
thing....
I need to go read again but I think it is 10 minutes, so you don't hae to
be in compliance for the whole 10 minutes, just the average of 10 minutes.
Who Keys down legal limit for 10 minutes straight???
If you answered yes to this, PLEASE do not respond to this, it would blow
my point right out of the water.
