I think that Dave K6LL hits it on the head.

The majority of xcvrs are rated at 100w out. It makes more sense to set the 
maximum output level
at 100 watts and have the folks with 150-200 w xcvrs crank down than to leave 
the level at 150w so that
some will run the amp. I made this same suggestion a year ago and it fell on 
deaf ears.
