Here are the violated rules directly from the ARRL web site:
6.3 All entrants may transmit only one signal on the air at any given time.
6.4 The frequencies from 28.3 through 28.35 MHz are designated as a non-contest
window. Stations may not call CQ
contest in this window.
To me this says there is to be NO contest activity in this segment by anyone, CQ
or S&P.

I didn't check the rules but I was under the impression that USA could not
call CQ in that portion but that others could. That interpreation being based
upon the relocation of LU novices and other areas to use of that portion. Was
there an actual determination announced.
I know my first QSO mobile enroute to our M/S station was 3V8BB on 28.345.7
with a real nice signal. One call mobile.
