I think we are talking two different things here.  Contest rules and FCC
rules.  The people that run
excessive power 2++++ KW don't care about any rules anywhere, anyway!  You
will here stations
working the bands the week before the contest with one signal strength and
then be 30 db louder
in the contest.

I think what was being said about not going by the rules and not entering
is, using an amp (legal)
in say, the NA QSO party or using packet on single bands in WPX.  Nothing
illegal about doing either
if you don't send in a log.  If you get into a contest with a 100 watt rig,
kw amp, tribander and give out
contacts and DON'T send in a log, what difference does it make what you do?
Lots of casual
contesters/DXers get on and change bands left and right without any time
check.  Who cares?  They're
just on to make contacts, RUN stations if they can, make some NEEDED DX
country contacts.
Some don't care about seeing there call listed.

It's the guys who use 200 watt rigs in LOW POWER catagory, Packet for
UNassisted, 100 watt radios in
QRP that aren't fair to the guys who FOLLOW the rules.  You will ALWAYS have
the excessive power in
the HP class too.

I am a packetcluster sysop.  Personnally, I wish packetcluster had never
been introduced to the hobby.
BUT, if you are a Little Pistol and don't have it, you are at a
disadvantage.  The pileups are there and FAST!

Question is, can any of these rules problems be eliminated?  Can the ARRL,
FCC, CQ..... do anything?
No.  For whatever the reason, some people will always do whatever it takes
to either win or improve
their position.  They will READ INTO the rules whatever they can to get the
advantage.  The "What exactly
IS is" type thing.

You're  right, we should bring this info up here.  I'm sure most of us know
someone who is bending the
rules somewhere.  Maybe talking about it might make a few take a second look
and say, what's the point
and what do it get for it?  Can I do as good WITHOUT cheating?

So like if I go and participate in the Tour de France (riding bike according
to rules) and Mr. Big Noncontester decides to have a fun and "enter" the
Tour
on a motorcycle and do not send the log, it's OK? (never mind interference
and making fun of other "dummies" on the bikes)

We are getting to the point, where contrary to claims that ham radio is
dying, there is more participation in the contests (still, only sane
competition left?), more fight for the frequencies especially with all them
SO N radios perpetuum CQing machines and packet assisted "shot'em in the
ZOO"
operators, we are heading for poison fields.

I think if one wants to enter contest, it should be done under the rules,
just like all others. If you want to help and hand out QSOs, why not do it
like the others, under the rules? Maybe you will like it and even send the
log (to help checking) and see how much you helped.

Time to turn the packet off during the contests, it is nothing but trouble,
are we competing who can hit "go get'em packet key" faster or who is the
better hunter without any crutches. Let's do it now before it is too late.

Tesla Cup rules will address some of the creeping problems, stay tuned.

Time to enforce the rules and stomp out cheaters and not to "adjust" to
them!!!
I promised that next time I hear 40 dB louder signal than anything else from
IG9, I am dropping my contest, getting on the plane (or send my Sicilian
friends there) and want to see with my own eyes what kind of "miraculous,
secret" antenna Marconians are using!
It is great to bring these things up, by rehashing them here, maybe we will
wake up few "clever contesters" and keep the contesting sane and fun for
rest
of us.
