Hummmm I seem to remeber that I pay a subscription for NCJ each year. Why is 
the cost comming out of the general funds??????

Probably not.  If you believe what the "authorities" have chosen to share with
us, "readership" of contest stuff is "dead last" in interest level.  There
probably
wouldn't be many "defections".

If it costs ARRL nothing, why the push to perform amputations?

It bears noting that this initiative came up through A&F (the bean
counters) and not MSC (the MEMBERSHIP services guys).
