Isn't the whole idea of a geographic area to include people who
actually come to the club meetings on a regular basis and to exclude
"ringers" who are club members in name only, operating from far away
just to help run up the score?

If that is the case, then a circle of a certain radius is appropriate.
If a state such as Florida has a lot of its circle out at sea, that's
just too bad. Nevada, Arizona and New Mexico would have a lot of their
circles covering uninhabited desert. So what?

A club is made up of whoever attends meetings regularly. If the member
base is small, so be it.
