You can when the contest sponsor says it is ok. Which there have been public
announcements made for a number of years now. I guess they will get around
to changing the rules when they feel it is necessary.
Let's quit making a big deal out of nothing.
Some people may not remember the first year they were licensed, so I guess
they should not participate. I am not sure that there is a verifiable
source to even prove when someone was first licensed. Not to mentioned if
someone had been licensed and then lapsed and then was licensed again. What
should they use?
Why do you care when they were licensed? Are you trying to verify data
after the contest? If so that is not allowed. How would you know when
someone is licensed?
It is simply your job to copy what is sent. If the ARRL has an issue with
the Check let them deal with it.
Sure you can pick and chose the rules you follow. It could end up
disqualifying your entry.
There is nothing to be gained or lost by picking 00 or 76 or 92 or whatever.
Maybe a few dits and dahs....
If you are a database guy and you have my check as 78 and now I send 00 and
you fail to copy what is sent and rely on your database that is YOUR
problem. W0MU could have a guest op, could be using a club station or a
number of other reason why the check might be different.

the rules that it has to be the last 2 digits of the
year first licensed, if it doesn't have to be. Are
the rules to be upheld or not?
If that one doesn't have to be followed, can we pick
and choose which other rules we wish to follow?
If they truely don't care, then why not change the
rules to be consistent with their expectations. They
could say that the check is any 2 digits you want, or
something like that.
