Amateur radio exists, as a service, because the ITU
recognises its benefits in "self-training" and
"intercommunication" - in addition to  "technical
investigations".

That's two other ONLY reasons.

Three options apply to Skimmer, and to new technology
in general -

1.  Allow it.
2.  Ban it for unassisted.
3.  Ban it.

Let's hope that contest organisers arrive at a consensus.
It didn't happen with packet.
