I have to presume that what you state is merely your opinion.
If you are basing what you say on a published definition of the rule, I
would appreciate you providing a reference to where it is published so
that I can review it myself.
I see nothing in the CQ rules that conflicts with or redefines the rule
that I quoted as you are claiming.
