A serial.  That keeps everyone honest, and forces you
to actually copy it.  CQWW scoring would stay the same
because the software knows the country and zone from
the callsign, and a serial wouldn't take any longer
than the present 5914 or 5NN14.

Remember when "unmarked dupes" used to attract a
penalty, in some contests, of up to 10 times the
claimed QSO score? If this applied to busted serials,
we would all make sure we got them right.
