Pete,

If persons are "DXers looking to work some new countries" (not intending to
enter the contest), how then are they " obvious cheaters?" It sure seems
that we paint with a broad brush lately when we talk about cheaters.
Frankly, I don't think I have ever self-spotted myself on packet even
outside a contest, but someone who does is only a "cheater" if they enter
the contest.

Maybe I misunderstood your message.

I thought it was interesting that some of the undisguised self-spotters 
advertised as QRP.  I wonder if those (some of them anyhow) were DXers 
looking to work some new countries, and not thinking that a self-spotted DX 
contact is, or should be, disqualifying.

It would be interesting to do a tabulation of calls identified in Dave's 
reports with the ultimate contest results, to learn how many of the obvious 
cheaters make it through into print.
