Yes, where CEPT isn't possible or applicable, where reciprocal
agreements don't exist or aren't applicable, where HAREC won't
help, where IARP isn't possible or applicable, there remains taking
the local exam or in some places, recognition of existing licence
for direct-issue.

And thanks to RA3CO, hopefully more attention will be paid to this
in future by those who run contests.  For some places, for some
sorts of people - even those resident in some places - proof of
legitimacy is the only way to be certain folks are playing by the
rules.  It can no longer be presumed.
