May be so in USA David.

For 24 hours contest even 6 good ops are enough for serious M/M effort and I
guess there is no M/M stn which is set up for a given contest from scratch. 
(Of course if it is not a field day type of operation )

Probably not.  At only 24 hours it is short for a m/m event.  It takes a lot
of effort to setup and run m/m so anything under 48 hours isn't likely to
catch on with the big stations.
