Hi guys,

Rules need to be changed for HQ station, are more that 10 years that this 
situation in out of handling, after all the only 
main need is to have a better play field without loosing interest from the IARU 
competitors.

I can suggest that ARRL take again the HQ Logs under it's own control and 
simply add a rules that " the National HQ QSO's from a defined CALL will be 
valid only if the same CALL is present
in at least 12 HQ Log" Easy to understand, easy to check, and in this way the 
play field is better, the QSO.s will be spread out between the HQ stations, and 
who will want to help his HQ need
to spend time also to work other ones, allowing more QSO's for everyone and 
adding more fun .

The winner will be who really has better setup, better location and better 
overall organization, allowing all the HQ stations to increase QSO numbers, 
obviously this way will not reduce the
capability of a Country to have a lot of cheerleader, but at least the QSO 
difference will be reduced, because there will be no more unique QSO, and gaps 
can be overcome from mults numbers
allowing more strategy in moving mults between bands, etc. etc. etc.
